Applying for a change to the development objective of an eco-account measure
Eco-account measures are voluntary measures to enhance nature and the landscape. They are already being implemented without having to be immediately linked to a construction project or intervention in nature. Such measures can be implemented by agricultural and forestry businesses, other private landowners or local authorities. These measures are stored in a special register. They can later be used as compensation for their own interventions in nature or sold to others.
Under certain conditions, you can apply to the nature conservation authority that authorised the eco-account measure to change the development objective of the eco-account measure.
Responsible authority
The authority responsible for examining the application and granting approval is the lower nature conservation authority.
The lower administrative authority is
- if you live in an urban district: the city administration
- if you live in a rural district: the district administration

Approval shall be granted if the required documents have been submitted using the prescribed electronic forms.
Procedure
As the organiser of eco-account measures, you can register for the online application "Kompensationsverzeichnis Baden-Württemberg" (KompVz BW) via the access for organisers of measures and then receive personal access.

The application for approval must contain
1. information on the baseline condition in relation to the impact areas, and in the case of biotope and soil-related impact areas also on the baseline value in ecopoints, by a competent person,
2. descriptions of the planned measures in relation to the impact areas and their evaluation in eco-points by a competent person,
3. the necessary authorisations in accordance with other legal provisions (e.g. permission under water law),
4. Information on the utilisation of public funding.
The information must be provided in the electronic form that must be used; the documents to be submitted in accordance with point 3 must be attached separately to the application.
