Apply for a licence for waste management activities in accordance with the Closed Substance Cycle Waste Management Act
If you wish to take up a waste management activity as a collector, carrier, trader or broker of hazardous waste, you must generally apply for a licence from the competent authority. If your waste management activity as a collector, carrier, dealer or broker is limited to non-hazardous waste or is carried out as part of another commercial or economic activity (e.g. as part of your work as a building tradesman, building contractor or mobile service provider), notification is sufficient. Public waste management companies and specialist waste management companies are also exempt from the authorisation requirement, provided they are certified for the activity requiring authorisation. In these cases, it is sufficient to notify your activity and submit your current waste management company certificate. If you already have a licence and significant circumstances have changed, you must reapply for the licence. The authorisation requirement applies both to national waste management activities involving hazardous waste and to transboundary waste shipments.
As a collector or carrier, you must carry a copy or a printout of the permit or the notification confirmed by the authorities with you when carrying out your activities requiring a permit or notification.
Responsible authority
Lower administrative authority as the lower waste legislation authority for the city and district authorities.
Higher administrative authority as higher waste legislation authorities (regional councils) for companies in accordance with Section 23 Paragraph 5 Number 6 of the State Waste Management Act (so-called fenceline companies).

The competent authority must grant the licence if
- no facts are known that give rise to concerns about the reliability of the proprietor or the persons responsible for the management and supervision of the establishment, and
- the proprietor, insofar as he is responsible for the management of the establishment, the persons responsible for the management and supervision of the establishment and the other personnel have the necessary technical and specialised knowledge for their activities

You can submit your application by e-mail or using the online form.
- Enter your details and submit the required documents.
- In the case of the online form, you must provide a qualified electronic signature to finalise the application.
- For example, the signature card used in the electronic waste records procedure and the card reader used there can be used for this purpose. Signature software from Governikus, Signer WebEdition, is required for the signature. The software must be installed locally on your computer system in advance. - The authority will send you a confirmation of receipt.
- After reviewing the application and your documents, the authority may request additional documents, grant the licence with or without ancillary provisions or reject the licence
